UN Security Council Endorses the US Gaza Strip Initiative

The global body has approved proposals advanced by the US president for achieving a long-term stability in Gaza, featuring the deployment of an multinational security unit and a potential avenue to a sovereign Palestinian state.

Unanimous Support with Key Absent Votes

This measure was adopted by a tally of 13-0, with both China and Russia declining to cast votes. America's representative the American delegate informed the international body that it mapped “a different path in the area for Israelis and Palestinians and all the inhabitants of the territory alike”.

Compromise Language on Sovereignty

The inclusion of references to an independent Palestine was the concession the America offered for endorsement from the Arab states, who are anticipated to supply stabilisation troops for the multinational unit.

“Interim measures that we start today must be executed in adhering to international law and upholding Palestinian rights,” the UK chargé d’affaires declared.

Government Objection Remains

However, on the eve of the UN vote, Israeli prime minister Netanyahu reiterated his cabinet's firm resistance to the creation of a sovereign Palestine, creating uncertainty on whether Tel Aviv will accept the execution of the UN-mandated proposals.

Main Elements of the Measure

  • Swift elimination of remaining curbs on relief supplies into Gaza
  • Creation of an international stabilisation force
  • Steps toward rebuilding and a eventual “avenue to Palestinian sovereignty and sovereignty”

Vague Phrasing and Stipulations

The inclusion to sovereignty was a balanced insertion to an original American proposal which excluded it. But the language is ambiguous and dependent, promising only that once the PA has undergone changes and the reconstruction of the strip is advancing, “the situation may ultimately be in readiness for a realistic route to Palestinian sovereignty and statehood.”

Global Feedback

The language was insufficient of the strong guarantee to the creation of a independent Palestinian entity next to Israel desired by Arab and Islamic states, as well as EU representatives, but in statements to the chamber after the decision, delegates from those countries said they were ready to support the settlement in the interests of prolonging the present ceasefire and prompt actions to feed and protect the millions of Palestinian people in the territory.

“Our delegation has eventually decided to endorse of this text, a measure that we support its primary aim, namely the continuation of the truce and the establishment of circumstances allowing the Palestinian people to claim their fundamental rights to self-determination and nationhood,” the Algerian envoy declared.

Implementation Challenges

This measure gives general supervisory power to a “stabilisation committee” chaired by Trump, but of unspecified participants. The group has to report to the UN but it is not required to follow the wishes of the global organization or by the Palestinian leadership.

Furthermore, it demands the formation of a specialized Palestinian group that is supposed to run routine management of the Gaza Strip and the delivery of services, but it is quite ambiguous who would participate.

Stabilisation Team Mission

The authority of the international stabilisation force authorizes it to remove and dissolve fighting factions in the territory, but it is far from clear that possible sending countries would agree to attempt to engage such groups. No country has yet agreed to dispatching troops.

Moreover the standards for reform of the Palestinian Authority, the requirement towards progress on independence, have been unclear.

EU representatives said they considered it urgent that the identities of the expert panel to deliver services was determined as without delay.
